TCSD is working with water companies across the state of Colorado to reduce water use by 25 percent by 2025.

Like many area communities, TCSD has a wastewater disposal program in place that is designed to ensure that all waste water is treated so that it can be discharged into a waterway safely and soundly. The TCSD wastewater program has been in place for quite some time, but much has changed over the years.

The trans-boundary Canada-U.S. Permit for Discharge of Wastewater, or TCDC, is the permit that allows water utilities in the United States to send wastewater to Canadian cities, where it is treated and then returned to the U.S.

Smaller breaches will be subject to new penalty costs.

TEMPLETON — The Templeton Community Service District conducted its regular meeting on Tuesday, Aug. 17 at 6 p.m. for closed session and 7 p.m. for open session, with no business to discuss in closed session.

Director Debra Logan moved to approve the consent agenda, which was supported by Director Wayne Petersen and carried 5-0.

The award of the engineering contract for the Evers Sports Park renovation was the first order of business. This was given by Melissa Johnson, who described how the design expenses exceeded the initial estimate of 10%. To compare the plans properly, the expenses were split by construction costs, bids, and other elements. Following evaluation, it was recommended that the MIG proposal be approved.

The subject of discussion is on rising building prices in general and how such factors may be to blame for higher-than-expected bids. Director Geoff English moved acceptance of the staff’s contract approval recommendations to MIG, which received a 5-0 vote.

The next item on the agenda was an update on wastewater discharge source management, as well as a recommendation to instruct staff to bring back an Ordinance amending District rules and penalties for non-compliance.

Tina Mayer spoke on the subject, which included the existing fines, which were all centered on big breaches, as well as a new punishment procedure in which small offenses might have systems of appeal.

Debra Logan suggested that the Board revisit the issue and draft a suitable ordinance at a later time. The program’s aim is to promote education and compliance rather than to profit from fines. Customers that make good faith attempts to comply within the time period will not be punished if they do not accomplish the desired outcomes within the time limit.

Jeff Briltz, the General Manager, presented his report, which included information on the fire and emergency management committee meeting scheduled for next Wednesday, which will focus on some of the master plan’s initiatives.

Briltz discussed the IWMA, allegations of fraud and embezzlement, and the unsuccessful styrofoam ban. The Board of Supervisors decided to withdraw, although the process has not yet been completed. Normally, Templeton would have minimal contact with IWMA, and the withdrawal would be minor, but TCSD is now attempting to enact a major franchise modification, making the possible withdrawal ill-advised.

The Board is working to make acoustic modifications to the Board room. Unless the executive order is extended, which would enable virtual meetings to continue, the current plan is to return to the Board room in October.

The Agreement for Surveying Services at Creekside Ranch Site and the Riparian Agency Agreement between TCSD and the English Family Trust are preliminary agenda topics for the next meeting. The next meeting is set for Sept. 7, with connections to the meeting available on the Board’s website at templetoncsd.org.
